SEEKING QUALIFIED OFFERORS WILLING TO UPGRADE THE ALASKA OIL AND GAS CONSERVATION COMMISSION’S RISK-BASED DATA MANAGEMENT SYSTEM AT NO COST TO THE STATE

Introduction:
The Alaska Oil and Gas Conservation Commission (AOGCC) has a database called the Risk-Based Data Management System (RBDMS). The database was provided by the Ground Water Protection Council (GWPC). Similar databases are implemented in more than 20 other states. The original database is over 20 years old. GWPC is offering to migrate and update the database at no cost to the State of Alaska.
Background Information:
AOGCC’s main database is the RBDMS. This system is implemented in various versions in more than 20 other states. RBDMS is the core database that is central to AOGCC’s activities. The original RBDMS was implemented from late 2000 into 2003 migrating AOGCC from paper-based data management and reporting to a database system. AOGCC subsequently built and implemented an online, datasheet-style version of RBDMS, named “DataMiner,” to make well information and production and injection data readily available to the public. The RBDMS contains data from thousands of Alaskan oil- and gas related wells. RBDMS is in continuous use to permit new wells, review modifications to existing wells, and track the status and condition of those wells.
RBDMS is a sole-source product that has been implemented in some version in over 20 other states. It is built by GWPC’s programming contractors using mostly DOE funding and AOGCC’s existing version has been customized to meet AOGCC’s unique business practices. GWPC is willing to perform $278,900 of free services on the behalf of AOGCC to migrate and update the RBDMS database to a newer format. This will immediately provide the data to drive their public-facing GIS-based Data Explorer that GWPC has implemented in several other states.
Data Explorer is a GWPC developed, GIS web application that allows map-based searching for oil and gas well and production data that has already been successfully implemented in Utah and will lead to easier public access to the data the AOGCC supports.
DCCED and AOGCC do not have the funds or in-house capability to provide this update and upgrade.
The state has determined the best method to contract with the GWPC for this work is through a Single Source Request for Alternate Procurement (RAP). This type of RAP requires an RFI be posted for at least 10 days to determine if there are other offerors available to provide this migration and update.
Response Information:
Offerors able to update and upgrade the RBDMS at no cost to the state are invited to provide a letter of interest of no more than two pages. This letter must affirm that the offeror will perform this work at no cost to the state, provide a statement of qualifications that demonstrates the offeror’s ability to perform this work, and affirm the offeror’s ability commence work within one month of a contract award.
