Matanuska Susitna Borough: Permit for Research, Development, & Demonstration (RD&D) Project

The Alaska Department of Environmental Conservation (ADEC) proposes to issue Solid Waste Disposal Permit No. SWRDD004-26, to the Matanuska Susitna Borough, to recirculate leachate through a Research, Development, and Demonstration (RD&D) project.

Project Description
The Matanuska Susitna Borough is applying for a variance to the liquids restriction in 18 AAC 60.360(a)(2) through an RD&D project. Leachate from landfill operations will be recirculated through landfill cells 3 and 4. The goals of the RD&D project are to assess the efficiency of vertical versus horizontal recirculation laterals, and to evaluate the relationship between leachate recirculation and leachate quality. Landfill gas, groundwater quality, and leachate volume and quality will be monitored at regular intervals during the project.
