Notice of Application for State Air Quality Permit AQ1788ORL01 Alyeschem, LLC, Alyeschem Methanol & ULSD Hydrotreater Plant

The Alaska Department of Environmental Conservation (ADEC) proposes to issue an Owner Requested Limit approval (ORL) AQ1788ORL01 to Alyeschem, LLC for the Alyeschem Methanol & ULSD Hydrotreater Plant under Alaska Statute 46.14 and regulation 18 AAC 50.

Location: Latitude: 70.24639° North; Longitude: 148.56778° West

 

Activity: Alyeschem plans to construct a methanol plant for logistics and economical growth in the Prudhoe Bay area.. This public notice is for the draft ORL only.

 

Emissions: The potential to emit at the stationary source will not exceed 38.36 TPY of NO x , 96.70 TPY of CO, 7.24 TPY of total PM, 33.58 TPY of SO 2 , and 19.00 TPY of VOC. By limiting the fuel consumption and the sulfur content of the fuel burned in the fuel burning emissions units, Alyeschem, LLC avoids the requirement to obtain a minor permit under 18 AAC 50.502(c)(1) and a Prevention of Significant Deterioration (PSD) permit under 18 AAC 50.306.

 

ADEC Preliminary Review: Based on review of the application, ADEC has made a preliminary decision to approve the ORL for the Alyeschem Methanol & ULSD Hydrotreater Plant.

Opportunity for Public Participation:  Any interested person may present written statements relevant to the draft documents by the close of the public comment period.  Written comments will be included in the record if received by close of the comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. ADEC complies with Title II of the Americans with Disabilities Act of 1990. If you are a person with a disability who may need a special accommodation in order to participate in this public process, please contact Claire Fishwick at (907) 465-5066 or TDD Relay Service 1-800-770-8973/TTY or dial 711 by the 15 th day of this public comment period to ensure that any necessary accommodations can be provided.
