The Alaska Department of Environmental Conservation (ADEC) proposes to issue Air Quality Control Operating Permit AQ0440TVP03 to the High Frequency Active Auroral Research Program (HAARP) Facility, under Alaska Statutes 46.14 and regulation 18 AAC 50.

Location: Latitude 62º 23´ 28.1” N; Longitude 145º 07´ 53.9” W
Activity: Noncommercial auroral research. Facility also provides power for residential purposes.
Application: The application for the renewal Title V permit was received December 16, 2022.
Emissions: The potential annual emissions of regulated air pollutants at the stationary source will not exceed: 182.4 tons of NOX, 75.0 tons of CO, 9.8 tons of Particulate Matter, 7.6 tons of PM 10, 19.3 tons of SO2 , and 8.7 tons of VOC. The potential annual emissions of greenhouse gases are estimated at 23,801 tons of carbon dioxide equivalent emissions.
ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for the HAARP Facility under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Any interested person may present written statements relevant to the draft documents, as long as they are received by the close of the public comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
