ConocoPhillips Alaska, Inc, Drill Site 3S Pad Expansion and New Wells Unit Plan of Operations Amendment

The Alaska Department of Natural Resources, Division of Oil and Gas (Division) received a Unit Plan of Operations Amendment Application (Plan) from ConocoPhillips Alaska, Inc. (CPAI) on February 7, 2023, requesting authorization to expand the existing Drill Site 3S and drill 16 new wells. The proposed project will be adjudicated under AS 38.05 and 11 AAC 83.346. The Division is providing public notice and an opportunity to comment.

Project Description:

The Plan proposes to expand the existing Drill Site 3S (DS-3S) pad by placing approximately 65,000 cubic yards of clean gravel onto 7.75 acres of tundra located within the Kuparuk River Unit. In addition to the pad expansion, CPAI is requesting approval to install 16 new wells and related infrastructure such as well lines and vertical support members (VSMs). The size of the pad expansion is the minimum necessary to accommodate all the activity, equipment, supplies, and traffic control in a manner that is safe for personnel and the environment. All work will take place from existing gravel. The proposed project is scheduled to begin March 2023.

A copy of the final decision will be sent to any person who provides written comments. An eligible person affected by this decision may appeal or request the commissioner’s reconsideration in accordance with 11 AAC 02.
