The Alaska Department of Environmental Conservation (ADEC) proposes to issue an Owner Requested Limit approval (ORL) AQ1647ORL02 to ASRC Energy Services Alaska, Inc for the Alaska Methane Hydrate Project under Alaska Statute 46.14 and regulation 18 AAC 50. Activity: AES plans to explore the area for the economic feasibility of extracting methane hydrates to produce methane gas for fuel use. This public notice is for the draft ORL only.
Emissions: The potential to emit at the stationary source will not exceed 39.7 TPY of NOx, 3.7 TPY of PM 2.5, 39.6 TPY of SO 2, 43.4 TPY of CO, and 17.6 TPY of VOC. By limiting the amount of gas flared in the emergency/upset flare, the amounts of fuel consumed in the fuel-burning emissions units, and the sulfur contents of the fuel burned in the fuel-burning emissions units, AES avoids the requirement to obtain a minor permit under 18 AAC 50.502(c)(1) and a Title V permit under 18 AAC 50.326.
ADEC Preliminary Review: Based on review of the application, ADEC has made a preliminary decision to approve the ORL for the Alaska Methane Hydrate Project.

Opportunity for Public Participation: Any interested person may present written statements relevant to the draft documents by the close of the public comment period. Written comments will be included in the record if received by close of the comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
