Proposed Activity:
Review of a new plan application package for an Oil Discharge Prevention and Contingency Plan that is required to commit adequate resources to meet all planning requirements for prevention and response for a realistic maximum discharge from the operations of the Southern Miluveach Unit, Alaska. This program includes onshore drilling and production operations that will occur at Mustang Pad on the North Slope of Alaska. Facilities associated with the project include wellhead facilities, on-pad and off-pad piping and manifolds, process facilities, and a trucking terminal. Activities associated with the project consists of routine well work and daily operation and maintenance of the process facilities and trucking terminal.
Location:
North Slope, Alaska onshore production leases within the Southern Miluveach Unit on state of Alaska lands. The Mustang Pad is a 17-acre gravel production pad approximately 17 miles east of Nuiqsut and 4.5 miles west of the Kuparuk River Unit Drill Site 2M, located just off the Mustang Road adjacent to the Miluveach River.

A potential risk exists of oil spills entering the lands or waters of the state as a result of this operation.

An additional comment period may be provided in accordance with 18 AAC 75.455(d).
