Notice of Pipeline Carrier Tariff Filings
The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that Oliktok Pipeline Company (Oliktok) filed TL50-334, proposing an initial rate for a new delivery point for intrastate natural gas transportation service. Concurrently, Oliktok filed TL51-334, a revenue requirement study based on a 2021 test year.
On November 1, 2022, Oliktok filed an application for a connection permit and requested approval of an associated connection agreement with ASRC Consulting and Environmental Service, LLC. The Commission opened Docket Nos. P-22-012 and P-22-013, respectively, to address the matters. The dockets are currently pending before the Commission. With TL50-334, Oliktok proposes an initial rate for the new connection and requests an effective date of April 1, 2023. The proposed new rate is shown in the table below.

With TL51-334, Oliktok requests a waiver of any requirement under 3 AAC 48.820(41), which provides that a test year be at least as recent as the pipeline carrier’s latest calendar year. A comparison on the current and proposed rates are shown in the table below.

Oliktok also requests that should the Commission not grant permanent approval of its proposed rates for natural gas service in TL50-334 and TL51-334, the rates be approved on a temporary and refundable basis.
