Any applicant for a federal license or permit to conduct an activity that might result in a discharge into navigable waters, in accordance with Section 401 of the Clean Water Act (CWA) of 1977 (PL95-217), also must apply for and obtain certification from the Alaska Department of Environmental Conservation that the discharge will comply with the CWA, the Alaska Water Quality Standards, and other applicable State laws.
Notice is hereby given that a request for a CWA §401 Water Quality Certification of a Department of the Army Permit application, Corps of Engineers’ PN Reference Number indicated above has been received for the discharge of dredged and/or fill materials into waters of the United States (WOUS), including wetlands, as described below, and shown on the project figures/drawings. The public notice and related project figures/drawings are accessible from the DEC website at http://dec.alaska.gov/water/wastewater/.

Project Name: 5900 Old Seward Highway - Amazon Sorting Facility
Location: The proposed activity is located within Section 31, T. 13N, R. 3W; Seward Meridian; in Anchorage, Alaska. Project Site (Latitude, Longitude): 61.1670758, -149.869881.
Purpose: The project will re-purpose an existing 90,647 SF warehouse and site to accommodate a new state of the art warehouse/distribution center. This new facility will help improve Alaska's supply chain disruptions, provide a facility for goods from outside Alaska to be efficiently distributed to Alaskan communities, and build the economy through increased employment and commerce. The expansion of the parking lot is necessary to improve the on-site circulation and safety for increased freight, employees, and emergency access around the existing warehouse building. This work will meet Municipality of Anchorage (MOA) Light Industrial (I-1) zoning standards in the Title 21 Land Use code.
Project Description: The redevelopment of an existing warehouse building and 8.07-acre (351,663 SF) site includes expansion of paved on-site circulation and parking to the north with new lighting and storm drainage, and landscaping. This work will expand an existing parking lot to fulfill proposed operational and safety requirements. Minimum requirements include 103 onsite delivery van parking spaces, 126 onsite parking stalls for associates, and a 75,000 square foot building (existing). In addition to these requirements, the maneuvering zone for trucks along the dock must be a depth of 140 feet with space for queuing lanes, outdoor loading, and multiple ingresses and egresses to separate inbound and associate parking. To manage storm water drainage along the new development, subsurface pipes will be installed. Collected runoff will then be filtered through arched chambers and discharged into Campbell Creek. Construction is expected to begin in early spring 2023 and be complete one year from start date. The project will involve discharging 3772.66 cubic yards of fill material (MOA Type II and Type III, base course, asphalt and concrete) into 1.9 acres of palustrine wetlands.
After reviewing the application, the Department may certify there is reasonable assurance the activity, and any discharge that might result, will comply with the CWA, the Alaska Water Quality Standards, and other applicable State laws. The Department also may deny or waive certification.
