DOT&PF Notice to Begin Engineering & Environmental Studies: Kodiak ADQ Airport Apron and Taxiways C, D, and F Rehabilitation Geotechnical Studies and Contaminated Sites Sampling

The Alaska Department of Transportation and Public Facilities (DOT&PF) is proposing to perform geotechnical studies at Kodiak Benny Benson State Airport.

The proposed project would:
• Collect 42 soil borings using a truck mounted direct-push drilling rig
• Two field screening samples will be collected from each five-foot soil interval if greater than 3 feet of soil recovered
• Each sample will be submitted for analysis of per and polyfluoroalkyl substances (PFAS) by Environmental Protection Agency (EPA) Method 537M. One sample from each boring (42 total) selected from the sample interval with the highest PID reading, will be analyzed for diesel range organics (DRO) by Alaska Method (AK) 102, benzene, toluene, ethylbenzene, and xylenes (BTEX) by EPA method 9021B and polynuclear aromatic hydrocarbons (PAHs) by EPA Method 8270D Selective Ion Monitoring (SIM). Upon receipt of the initial results, the five asphalt samples with the highest PFAS concentrations will be additionally analyzed for PFAS by the Synthetic Precipitation Leaching Procedure (SPLP) by EPA Method 537M/1312

In addition, project activities such as boring may encroach into the base floodplain. The encroachments are anticipated to be minor, with no net changes to the base flood elevation, thus they would not result in significant encroachments. Additionally, no longitudinal encroachments are anticipated.

Geotechnical boring is projected to begin as early as December 2022.

Development of this proposed project would follow a process required by the National Environmental Policy Act (NEPA) in coordination with the Federal Aviation Administration (FAA). Based on project location and scope of work, the environmental document is anticipated to be a categorical exclusion (CE). Possible affected resources include wetlands, waters of the U.S., eagles, endangered species, marine mammals, fish habitat, and cultural or historic properties.

The proposed project would comply with all applicable authorities including:
• EO-11988 (Floodplain Management)
• EO-12898 (Environmental Justice)   
• Bald and Golden Eagle Protection Act
• Clean Air and Clean Water Acts  
• Endangered Species Act   
• Magnuson-Stevens Fishery Conservation Management Act
• National Historic Preservation Act - Section 106 
• U.S. Fish and Wildlife Coordination Act
