LAS 34343 Foggy Island Bay State No. 1 permit application for cleanup

Subject to AS 38.05.850, the Division of Mining, Land & Water (DMLW), Statewide Abatement of Impaired Land (SAIL) section has received a permit request for the following:

APPLICANT: BP America Production Company

PROJECT NAME: LAS 34343

GEOGRAPHIC LOCATION: The pad is off the road system in the Sagavanirktok River delta adjacent to the Beaufort Sea, approximately 20 miles northeast of Deadhorse. The pad is positioned just outside the eastern boundary of the Prudhoe Bay Unit and outside the southern boundary of the Duck Island Unit. The pad is located at latitude 70.2873º north and longitude 147.9082º west.

LEGAL DESCRIPTION:

 Pad Location: Section 19, Township 11N, Range 17E, Umiat Meridian

 Ice Road Location: Sections 19 & 30, Township 11N, Range 17E, Umiat Meridian

     Section 25, Township 11N, Range 16E, Umiat Meridian

 

REQUESTED ACTIVITY:

BP America has requested a 5-year land use authorization for corrective action, well abandonment, and associated rehabilitation activities for the Foggy Island Bay State No. 1 Corrective Action Project. Foggy Island Bay State No.1 is a gravel pad that was constructed for oil and gas exploration activities in 1975. The objective of the work is to restore the site to conditions that meet the requirements of the Alaska Department of Natural Resources (ADNR), Alaska Department of Environmental Conservation (ADEC), and other stakeholders. 

Corrective action is being performed within the approximately 8-acre ice pad area to support closure of the inactive reserve pit, burn pit, sewer pit, lined fuel storage area, and cellar drain pit. Activities include the removal and disposal of contaminated materials, including drilling waste and crude-oil impacted material and gravel. Additionally, the project includes removing a layer of foam board insulation (geofoam) that underlays the pad. Contaminated material will be hauled to the Grind and Inject Facility and foam board insulation will be hauled to the North Star Borough Oxbow Landfill for disposal.

Access to the site will be conducted via off-road travel and a 1.1-mile constructed ice road. Off-road travel will occur using DMLW-approved vehicles for prepacking and ice road construction. The permittee will request SAIL’s approval for the individual routes of travel and off-road travel activities on a case-by-case basis. Lastly, approximately 9,400 loose cubic yards (LCY) of clean or conditional-use gravel will be used to restore areas excavated below tundra grade and provide a final surface elevation for the site.

PROPOSED DATES OF USE:

Construction to begin November 2022/December 2022
