RFP #25-23-1-019, Alaska Oil and Gas Conservation Commission (AOGCC) Orphan Well Plugging and Remediation Program CMGC

The Northern Region State of Alaska Department of Transportation and Public Facilities (Department) invites proposals from general construction contractors to serve as "Construction Manager/General Contractor (CMGC)" for the Alaska Oil and Gas Conservation Commission (AOGCC) Orphan Well Plugging and Remediation Program project. The CMGC procurement is intended to encompass all materials, labor, supplies, equipment and supervision necessary for the complete construction of the project, including any preconstruction related services during the development process.

A complete description of services is contained in the RFP Package.  Estimated period for performance of the Agreement is approximately December 2022 through December 2024 (Preconstruction Services), May 2023 through December 2025 (Construction Services).  Cost of these professional services is expected to be in the range of greater than $1,000,000 (Preconstruction Services) and greater than $20,000,000 (Construction Services).

The Request for Proposals (RFP) Package will be available OCTOBER 28, 2022, and may be downloaded from our web site at:  https://dot.alaska.gov/procurement/; then click on “Current Bid Calendar” under the Construction Bidding heading.  Or the RFP may be obtained in person from the DOT&PF plans room at the Engineering Services Building, Room 3, 2301 Peger Road, Fairbanks, Alaska.  Persons residing outside the City of Fairbanks may obtain an RFP Package through the mail by telephoning (907) 451-2247 or TDD number 711 or 1-800-770-8973. (for Hearing Impaired, requires special equipment).  There is no charge for the RFP package.

FOLLOW INSTRUCTIONS IN THE RFP FOR SUBMITTING PROPOSALS: Proposals must conform to the RFP and be submitted with specified forms.  Submittals must be received at the address indicated on the RFP no later than NOVEMBER 30, 2022, 4:00 p.m., prevailing time.

Individuals with disabilities, including the hearing impaired, who may need auxiliary aids, services, and/or special modifications to submit a proposal should contact the TTY number 711 or 1-800-770-8973, no later than one week prior to the submittal date to make any necessary arrangements.
