Notice of Application for State Air Quality Permit AQ0880TVP04 Golden Valley Electric Assocation, Delta Power Plant

The Alaska Department of Environmental Conservation (ADEC) proposes to issue Air Quality Control Operating Permit No. AQ0880TVP04 for the Delta Power Plant under Alaska Statutes 46.14 and regulation 18 AAC 50.

Location: Latitude: 64º 01´ 41.2" North; Longitude: 145º 43´ 10.3" West
 
Activity: The Delta Power Plant is a backup electric generation facility operated in the event the distribution system between Delta and Fairbanks fails or if customer demand surpasses generating capacity at other GVEA facilities.
 
Application: As required by 18 AAC 50, Golden Valley Electric Association applied for a renewal operating permit for the Delta Power Plant. ADEC received the application on June 30, 2021. This public notice is for the draft operating permit only.
 
Emissions: The potential annual emissions of regulated air contaminants at the facility are: 5 tons of particulate matter (PM-10), 249 tons of nitrogen oxides (NOX), 72 tons of sulfur dioxide (SO2), 2 tons of carbon monoxide (CO), and 1 tons of volatile organic compounds (VOC). The total potential emissions of regulated air contaminants, other than greenhouse gases, is 329 tons per year.
 
Preliminary Review: Based on review of the application, ADEC has drafted a preliminary permit decision for the Delta Power Plant.

Opportunity for Public Participation: Any interested person may present written statements relevant to the draft documents, as long as they are received by the close of the public comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
