Notice of Application for State Air Quality Permit AQ0196TVP04 Kotzebue Electric Association, Inc., Kotzebue Power Plant

The Alaska Department of Environmental Conservation (ADEC) proposes to renew Air Quality Control Operating Permit AQ0196TVP04 for the Kotzebue Power Plant under Alaska Statutes 46.14 and regulation 18 AAC 50.

Activity: Kotzebue Power Plant is a wind-diesel hybrid electric generating power plant that provides electric power to the city of Kotzebue, Alaska. The plant currently contains six diesel electric generators, one used oil process heater, and two diesel fuel storage tanks.
 
Application: As required by 18 AAC 50, KEA applied for a renewal operating permit for the Kotzebue Power Plant. KEA submitted the application on July 6, 2021.

Emissions: Potential annual emissions of regulated air contaminants at the facility are: 45.8 tons of particulate matter (PM-10), 315.3 tons of nitrogen oxides (NO X ), 5.6 tons of sulfur dioxide (SO 2 ), 143.9 tons of carbon monoxide (CO), and 47.2 tons of volatile organic compounds (VOC). Potential emissions of regulated air contaminants total 557.8 tons per year.

ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for the Kotzebue Power Plant under AS 46.14 and 18 AAC 50.  
 
Available Information: Copies of the permit application, ADEC’s draft operating permit, and draft statement of basis are available at the following ADEC offices M–F from 8:00 AM to 4:30 PM.

Opportunity for Public Participation: Any interested person may present written statements relevant to the draft documents by the close of the public comment period. Written comments will be included in the record if received by close of the comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. ADEC complies with Title II of the Americans with Disabilities Act of 1990.
