DOT&PF Pre-notice of Upcoming CTP and TAP Nomination Cycles

State of Alaska, DOT&PF Division of Program Development NOTICE:

 DOT&PF is issuing a “Pre-Notice” for CTP and TAP in order start coordinating with local governments and share next steps in the application process.

Alaska’s tribes, cities, and boroughs will have new opportunities to build local transportation improvements with new funding from the Alaska Department of Transportation & Public Facilities (DOT&PF). Two programs; the Community Transportation Program (CTP) and Transportation Alternative Program (TAP) will open for grant applications in fall 2022. DOT&PF is issuing a “Pre-Notice” for both programs in order start coordinating with local governments and share next steps in the application process. The "Pre-Notice" is a new step that is being added in response to public comments; those comments overwhelmingly requested more time to identify community projects. 

The estimated funding for this three-year award cycle for CTP will be between $80-$120 million and between $20-30 million for TAP projects. All projects require a 9.03% local match. The department will be working with communities to help determine which projects are  eligible, and assist communities in strengthening the applications in subsequent steps.

CTP typically funds projects that improve existing surface transportation facilities; create or improve access to important resources or connect communities; connect different transportation modes such as transit and trails or roads; enhance travel and tourism; electric vehicle charging infrastructure; and reduction of wildlife-vehicle collisions, such as wildlife crossings.

TAP typically funds projects for pedestrian and bicyclist facilities; safe routes for non-drivers; converted abandoned railroad corridors for trails for non-motorized transportation users; turnouts, scenic overlooks and viewing areas; historic preservation and rehabilitation; environmental mitigation related to stormwater and habitat connectivity; and vulnerable road user safety assessments.

TAP and CTP “Call for Projects” will be open this fall. TAP projects will be limited to two project submittals per community with a limit of $5 million in federal funding, although the total cost of the project may exceed that if community has identified additional, alternative funding.
