The State of Alaska is soliciting proposals from qualified offerors to provide a feasibility study for implementing a MSF in the SEAK Chinook salmon sport fishery. This study will include but is not limited to: information on existing MSFs, current ADF&G Chinook management, research, assessment programs, SEAK Chinook salmon sport fishery characteristics, SEAK hatchery enhancement operations, and fishery stakeholder input. This study will include stakeholder workshops throughout SEAK to engage with stakeholder groups about the feasibility of MSF in SEAK under the context of domestic and international salmon management regimes.
Proposals must be received no later than 2pm prevailing Alaska Time on August 19, 2022. Late proposals or amendments will be disqualified and not opened or accepted for evaluation
Prior Experience:
In order for offers to be considered responsive offerors must meet these minimum prior experience requirements:
- the offeror must be able to demonstrate two (2) years within the last seven (7) years of experience providing the following:
- Conducting and publishing peer reviewed fisheries research and analysis,
- Conducting and facilitating fishery stakeholder outreach through workshops and meetings,
- The offeror must have demonstrated understanding and/or experience with the following:
- Sport fishery dynamics in SEAK
- Sport fishery management strategies in SEAK
- Pacific Salmon Treaty and implications for SEAK fishery management
- MSF development, management, or evaluation
An offeror's failure to meet these minimum prior experience requirements will cause their proposal to be considered non-responsive and rejected. Offerors who do not provide evidence to show how they meet the required experience within there proposal will be deemed non-responsive and rejected.
