CORRECTED NOTICE OF DEPRECIATION FILING
The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that on June 29, 2022, Chugach Electric Association, Inc. (Chugach) filed a petition to approve depreciation rates in compliance with Commission Order U-16-081(2). Docket No. U-22-034 was opened to address this matter.
Chugach has filed its 2021 depreciation study update with the supporting pre-filed direct testimony of Jean Kornmuller and Dane Watson. Chugach requests approval of the depreciation rates recommended in this study for use in determining depreciation expense in its accounting records beginning January 2023. For ratemaking purposes, Chugach is requesting approval to include the final, Commission-approved depreciation rates in the determination of electric rates in its next general rate case, which will be submitted to the Commission by December 31, 2023. Chugach states approval of the depreciation rates results in a reduction to annual depreciation expense of approximately $2.2 million.
Depreciation expense is a material cost of business that may be recovered through regulated utility rates. Changes in depreciation expense may lead to changes in the utility rates paid by consumers. The Commission may approve, deny, or modify, in whole or in part, the depreciation rates proposed by Chugach. The Commission may set conditions for approval.
