Notice of Pipeline Application

The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that on May 24, 2022, Kuparuk Transportation Company (KTC) filed an application for a connection permit to allow Oil Search (USA), Inc. (OSU) to connect the east end of OSU’s proposed Pikka Sales Oil Pipeline (PSOP) to KTC’s Kuparuk Pipeline. KTC also filed an application seeking approval of a connection agreement between KTC and OSU. Dockets P-22-010 and P-22-011 were opened to address these matters.

The proposed PSOP would be approximately 22.2 miles long and would consist of a 16-inch diameter pipe from Nanushuk Processing Facility (NPF) to the tie-in pad (TIP) and a 12-inch pipeline from the TIP to the Kuparuk Pipeline. The currently proposed design of the PSOP is expected to deliver oil at 80,000 barrels/day during phase 1 of operations, with a maximum production capacity increasing to 160,000 barrels/day. KTC states, “This Application is an integral part of the plan to transport oil produced on the Pikka Unit to market via the Trans-Alaska Pipeline System using the proposed [PSOP].”

No motions for waiver or petitions for confidentiality were filed with the applications. The Commission has not assessed the completeness of the applications. The Commission may determine whether the applications are complete by June 15, 2022.
