The proposed authorization under general permit AKG521000, Onshore Seafood Processors in Alaska, authorizes the discharge of seafood processing wastewater and other covered discharges to critical habitat and other sensitive areas, authorizes discharge from two existing outfalls that do not meet the permit required depth for marine discharges of at least -60 feet MLLW, and authorizes a project area Zone of Deposit (ZOD), as follows:

Popof Strait

The permittee may exceed the water quality criteria of 18 AAC 70.020(b) for residues and the antidegradation requirement of 18 AAC 70.015 in a project area ZOD, within which the deposit of substances (residues) on the seafloor is authorized. Seafood processing waste residues are limited to a cumulative total of 1.0 acre of coverage within the project area ZOD.

Tentative Determination:

DEC has tentatively determined to issue an authorization effective June 1, 2022 to Trident Seafoods Sand Point Plant to discharge under the general permit for the activity described above.

Written comments on the proposed authorization to discharge under an APDES general permit must be submitted within 30 days of the issuance of this public notice. All comments should include the name, address, and telephone number of the commenter and a concise statement of comment on the permit condition(s) and the relevant facts upon which the comment is based. Mailed comments must be postmarked on or before the expiration date of the public notice.
