The Alaska Department of Environmental Conservation (ADEC) proposes to issue an Owner Requested Limit approval (ORL) AQ0859ORL03 to United States Air Force for the Blair Lakes Range Support Facility under Alaska Statute 46.14 and regulation 18 AAC 50.

Activity: The facility was constructed prior to ADEC’s minor permit program. Therefore the original emission units can operate under an ORL that avoids a Title V permit. This public notice is for the draft ORL only.
Emissions: The potential to emit at the stationary source will not exceed 6.3 tons of PM, 92.4 tons of NOx, 41.8 tons of SO 2 , 13.6 tons of CO, and 4.5 tons of VOC by limiting the operating hours of 3 diesel generator engines. This limit allows the owner/operator to avoid Title V permitting requirements under AS 46.14.130(b) and 18 AAC 50.326.
ADEC Preliminary Review: Based on review of the application, ADEC has made a preliminary decision to approve the ORL for the Blair Lakes Range Support Facility.

Opportunity for Public Participation: Any interested person may present written statements relevant to the draft documents by the close of the public comment period. Written comments will be included in the record if received by close of the comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. ADEC complies with Title II of the Americans with Disabilities Act of 1990.
