Notice of Review of an Alaska Pollutant Discharge Elimination System Preliminary Draft Permit to Discharge to Waters of the United States - City of Seward, Lowell Point Waste Water Treatment Facility

DEC has prepared an APDES preliminary draft permit for the Lowell Point Wastewater Treatment Facility. The Preliminary Draft Permit and associated documents are available to the applicant for a 10-day review. Following the close of the 10-day applicant review period, DEC will prepare a draft permit and fact sheet for a formal 30-day public review period. Public comments will be accepted during the formal 30-day review period. Proposed Project and Location:
The proposed discharge of secondary treated domestic wastewater from the Lowell Point Wastewater Treatment Facility located at 60o 04’ 54” north latitude and 149o 26’20” west longitude will occur at a monthly average rate of 0.88 million gallons per day to Resurrection Bay. A five-year compliance schedule is proposed for Fecal Coliform Bacteria (FC). Until compliance with the final FC effluent limits have been met, an interim mixing zone is proposed for FC and ammonia. Five years after the effective date of the permit, or upon compliance with the final FC effluent limits, a final mixing zone is proposed for FC, enterococci bacteria, and ammonia.
