Proposed Activity:
Review of a plan renewal application package for an Oil Discharge Prevention and Contingency Plan that is required to commit adequate resources to meet all planning requirements for prevention and response for a realistic maximum discharge from the operations of Harvest’s two crude oil transmission pipelines (COTPs), the Cook Inlet Pipe Line (CIPL) and Swanson River Oil Pipeline (SROP), and associated pumping and metering facilities.
Location:
The CIPL transports crude oil from the Trading Bay Production Facility and Granite Point Tank Farm located on the west side of Cook Inlet to Kaloa Junction located about 7.5 miles southwest of Tyonek. From Kaloa Junction the pipeline is submerged across Cook Inlet to the East Forelands Facility, located on the east side of Cook Inlet. From the East Forelands Facility the pipeline extends to KPL Junction.
The SROP spans from the Swanson River Field to KPL Junction

A potential risk exists of oil spills entering the lands or waters of the state as a result of this operation.

The public comment period for this application begins on May 12, 2022 and ends at 11:59 p.m. on June 10, 2022. An additional comment period may be provided in accordance with 18 AAC 75.455(d).
