DOT&PF Notice to Begin Engineering & Environmental Studies: Hydaburg Seaplane Base Refurbishment

The Alaska Department of Transportation and Public Facilities (DOT&PF), in cooperation with the Alaska Division of the Federal Aviation Administration (FAA), is proposing to refurbish the Hydaburg seaplane facility’s concrete approach dock and gangway, and replace the two timber floats with a new single timber/steel float.

The proposed project would:
• Refurbish the existing concrete approach
• Refurbish the existing steel gangway and bearings
• Remove and dispose of the existing four cantilevered piles and two timber floats
• Install a new 60’ x 80’ seaplane float
• Install two 20” diameter vertical piles and cap-beam for the gangway shoreward bearings
• Install a new float restraint structure with four 24” diameter vertical piles and two 20” diameter batter piles
• Install rock sockets for all vertical piles, and tension anchor four of the restraint-structure piles

This project involves construction of structures and pile driving within marine waters and, as such, will include encroachments into the base floodplain. The project is within an unmapped flood area. The encroachments are anticipated to be minor, with no net changes to the base flood elevation, thus they are not likely to result in significant encroachments. Additionally, no longitudinal encroachments are anticipated.

Construction is projected to begin as early as fall 2023.

Development of this proposed project would follow a process required by the National Environmental Policy Act (NEPA). Based on project location and scope of work, the environmental document is anticipated to be a Categorical Exclusion. Possible affected resources include wetlands, waters of the U.S., eagles, endangered species, marine mammals, essential fish habitat, and cultural or historic properties.

The proposed project would comply with all applicable authorities including:
• Bald and Golden Eagle Protection Act
• Clean Air Act
• Clean Water Act   
• Endangered Species Act 
• EO-11988 (Floodplain Management)
• EO-12898 (Environmental Justice)         
• Magnuson-Stevens Fishery Conservation Management Act
• National Historic Preservation Act Section 106 
• U.S. Fish and Wildlife Coordination Act

DOT&PF is soliciting comments on the proposed project. Your comments would help us evaluate potential environmental, social, and economic impacts of this project, as well as impacts to historic and cultural resources.
