Draft Amendments to the Kenai Area Plan, Kenai River Comprehensive Management Plan and Special Use Designation Available for Public Review and Comment

Alaska Electric and Energy Cooperative, Inc. d.b.a. Kenai Hydro LLC (KHL), has proposed to construct a five-megawatt hydroelectric project that will be located on Grant Lake and Grant Creek, approximately two miles south of the community of Moose Pass on the Kenai Peninsula. KHL has submitted applications to the Southcentral Regional Land Office (SCRO) for authorizations associated with the project. In order to facilitate the project, the Kenai Area Plan (KEAP) and associated Land Classification Order (SC-99-002A16), the Kenai River Comprehensive Management Plan (KRCMP) and the associated Special Use Designation (SUD) must be amended. The amendments affect approximately 207 acres of land within these plans. The KEAP determines management intent, land-use designations, and management guidelines that apply to all state lands within the planning area. The KRCMP is the basis for management of state land and waters within the Kenai River Special Management Area and other state land within the planning boundaries of the management plan. The SUD provides for the management of recreational uses and development activities that can occur within the SUD boundaries. Following the public review period, which may result in changes to the amendment documents, DNR intends to adopt the amendments. Once adopted, these amendments will serve as the basis for the management of state lands and water within the planning area.

Your written comments are encouraged during this public comment period. To facilitate your review and comment, the plan amendments are available online, and will be available in print format upon request. Comments on the amendments must be received no later than May 9, 2022 by mail, e-mail, or through the online public comment portal: https://dnr.alaska.gov/mlw/comment/.
