NOTICE OF APPLICATION
RIGHT-OF-WAY LEASE FOR THE
PIKKA SALES OIL PIPELINE, ADL 421843
The Department of Natural Resources (DNR), pursuant to Alaska Statute (AS) 38.35.070, hereby gives notice that Oil Search (USA), Inc (OSUSA) submitted an application for a Right-of-Way (ROW) lease for the Pikka Sales Oil Pipeline as part of the Pikka Development Phase 1 Project.
The approximately 22-mile pipeline would transport sales quality oil, originating at the project’s Nanushuk Processing Facility (NPF), which is located approximately five miles east of the Coville River and terminate at its tie-in point with the Kuparuk Pipeline Extension (ADL 409027), which is located just east of ConocoPhillips’s Central Processing Facility 2 (CPF2). OSUSA has requested a 300-foot-wide ROW for construction and a 60-foot-wide ROW for operations. The entirety of the pipeline would be located on State-owned lands. The proposed construction ROW would occupy approx. 877.5 acres and the operation ROW would occupy approx. 156.6 acres. The pipeline would be 16” in diameter, except at the tie-in point which would be 12”, have a maximum allowable operating pressure (MAOP) of 1,480 pounds per square inch gauge (psig), and be elevated on Vertical Support Members.

AS 38.35.200 governs judicial review of a decision of the Commissioner: Any objections pursuant to 38.35.200 must be submitted in writing to the address below by 5:00 p.m. on Monday, April 18, 2022.
