Notice of Application for State Air Quality Permit GP3 for Major Source Asphalt Plants

The Alaska Department of Environmental Conservation (ADEC) proposes to renew the Air Quality Control General Permit 3 (GP3) for asphalt plants, under Alaska Statutes 46.14 and regulation 18 AAC 50.
 
Pending Applications: Granite Construction Company’s CPP Stan Steel Hot Asphalt Plant & Pioneer Batch Asphalt Plant, Colaska Inc. dba QAP’s HP#9 CMI 500 Plant, and JJC Enterprises, Inc.’s 9 Mile JJC Pit Plant
 
Location: Statewide. Current locations of existing GP3 Sources: Dillingham, Wasilla, Palmer, and Anchorage.  
 
Activity: Hot mix asphalt plants (asphalt plants) are used for highway and street construction. The GP3 regulates emissions from asphalt plants, including those with associated engine generators and associated rock crushing operations that belong to a single major industrial grouping, as long as the crushing operations are located on a contiguous or adjacent property to the hot mix asphalt plant and are under common control of the same person (or persons under common control), that have requested a limit to avoid classification as Prevention of Significant Deterioration (PSD) major under 18 AAC 50.306.
 
This general permit will be renewed for a fixed period of five years unless the Department terminates, modifies, reopens, or revokes and reissues the permit.
 
Emissions: The maximum potential annual emissions of regulated air pollutants at any source authorized under this general permit will not exceed: 86.2 tons of particulate matter (PM), 105.3 tons of nitrogen oxides (NO X ), 21.1 tons of sulfur dioxide (SO 2 ), 249.0 tons of carbon monoxide (CO), and 61.3 tons of volatile organic compounds (VOCs). The total potential emissions of regulated air pollutants are 523 tons per year.
 
ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary renewal general permit for major source asphalt plants under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation:  Any interested person may present written statements relevant to the draft documents, as long as they are received by the close of the public comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
