The Alaska Department of Environmental Conservation (ADEC) proposes to renew Air Quality Control Operating Permit No. AQ0326TVP04 to the Granite Point Tank Farm under Alaska Statutes 46.14 and regulation 18 AAC 50.

Activity: The Granite Point Tank Farm is a crude oil and natural gas treating facility. Equipment at the Granite Point Tank Farm includes oil-gas-water separators, vertical fixed-roof process tanks, line heaters, a dehydrator, stationary combustion turbines, gas compressors and a flare.
Application: As required by 18 AAC 50, Hilcorp Alaska, LLC applied for a renewal operating permit for the Granite Point Tank Farm. ADEC received the application from Hilcorp Alaska, LLC on August 24, 2021. This public notice is for the draft operating permit and statement of basis.
Emissions: The potential annual emissions of regulated air contaminants at the stationary source are: 3.2 ton of particulate matter (PM-10), 54.5 tons of nitrogen oxides (NO X ), 11.4 tons of sulfur dioxide (SO 2 ), 20.4 tons of carbon monoxide (CO), and 110.3 tons of volatile organic compounds (VOC). The total potential emissions of regulated air contaminants is 196.6 tons per year.
ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for this project under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Any interested person may present written statements relevant to the preliminary decision within 30 days after the first publication date. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.
