The Alaska Department of Environmental Conservation (ADEC) proposes to issue an Owner Requested Limit approval (ORL) AQ0076ORL01 to Alyeska Pipeline Service Company for the Yukon Response Base under Alaska Statute 46.14 and regulation 18 AAC 50.

Activity: Installation of four heaters and two engine generators. This public notice is for the draft ORL only.
Emissions: The increased potential to emit at the stationary source will not exceed 10 tpy for both NOx and SO 2 by limiting hours of operation for new emission units and by limiting the fuel sulfur content for the new heaters. These limits will also keep other regulated air pollutants below the minor permitting thresholds listed in 18 AAC 50.502(c)(3), and operating permitting thresholds in 18 AAC 50.326.
ADEC Preliminary Review: Based on review of the application, ADEC has made a preliminary decision to approve the ORL for the Yukon Response Base.

Opportunity for Public Participation: Any interested person may present written statements relevant to the draft documents by the close of the public comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
