Notice of Application for State Air Quality Permit AQ0070TVP04 Hilcorp Alaska, LLC, Beaver Creek Production Facility

The Alaska Department of Environmental Conservation (ADEC) proposes to issue Air Quality Control Operating Permit No. AQ0070TVP04 for the Beaver Creek Production Facility under Alaska Statutes 46.14 and regulation 18 AAC 50.

Location: Latitude: 60º 38´ 49.9" North; Longitude: 151º 2´ 12.1" West  
 
Activity: The Beaver Creek Production Facility is an on shore natural gas production facility.
 
Application: As required by 18 AAC 50, Hilcorp Alaska, LLC applied for a renewal operating permit for the Beaver Creek Production Facility. ADEC received the application on June 11, 2020. This public notice is for the draft operating permit only.
 
Emissions: The potential annual emissions of regulated air contaminants at the facility are: 7 tons of particulate matter (PM-10), 156 tons of nitrogen oxides (NO X ), 14 tons of sulfur dioxide (SO 2 ), 252 tons of carbon monoxide (CO), and 42 tons of volatile organic compounds (VOC). The total potential emissions of regulated air contaminants is 471 tons per year.
 
Preliminary Review: Based on review of the application, ADEC has drafted a preliminary permit decision for the Beaver Creek Production Facility.  
 
Available Information: Copies of the permit application, ADEC’s draft operating permit, and statement of basis are available at ADEC’s Anchorage office, 555 Cordova St., Anchorage, AK 99501. These documents are also available at ADEC’s website at: http://dec.alaska.gov/Applications/Air/airtoolsweb/AirPermitsApprovalsAndPublicNotices/ .
 
Opportunity for Public Participation: Any interested person may present written statements relevant to the draft documents by the close of the public comment period. Written comments will be included in the record if received by close of the comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. ADEC complies with Title II of the Americans with Disabilities Act of 1990.
