Notice of Application for State Air Quality Permit AQ1086TVP02 Matanuska Electric Assoc., Eklutna Generation Station

The Alaska Department of Environmental Conservation (ADEC) proposes to issue renewal Air Quality Control Operating Permit AQ1086TVP02 to the Eklutna Generation Station, under Alaska Statutes 46.14 and regulation 18 AAC 50.

Location: 28705 Dena’ina Elders Road , Chugiak, Alaska 99567

Activity: The Eklutna Generation Station is a 171-megawatt natural gas-powered power plant. The significant emission units are 10 generator engines, two black start engines, and two boilers.

Application: As required by 18 AAC 50, MEA applied for an operating permit for the Eklutna Generation Station. MEA submitted the application on December 14, 2020.

Emissions: The potential annual emissions of regulated air pollutants at the facility are: 220.9 tons of particulate matter (PM-10), 188.1 tons of nitrogen oxides (NO X ), 21.0 tons of sulfur dioxide (SO 2 ), 207.3 tons of carbon monoxide (CO), and 155.8 tons of volatile organic compounds (VOC). The total potential emissions of regulated air contaminants is 793.1 tons per year.

ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for the Eklutna Generation Station.

Opportunity for Public Participation: Any interested person may present written statements relevant to the draft documents by the close of the public comment period. Written comments will be included in the record if received by close of the comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
