The Alaska Department of Environmental Conservation (ADEC) proposes to issue renewal Air Quality Control Operating Permit AQ0164TVP04 for the International Station Power Plant, under AS 46.14 and 18 AAC 50.

Activity: The International Station is a power generation plant. The significant emission units at the stationary source consist of seven natural gas turbine generators, a natural gas-fired heater, and six diesel-fired engines.
Application: As required by 18 AAC 50, Chugach Electric applied for a renewal operating permit for the International Station Power Plant. The owner or operator submitted an application on November 16, 2020.
Emissions: The potential annual emissions of regulated air contaminants at the stationary source are: 85.7 tons of particulate matter (PM-10), 1285.2 tons of nitrogen oxides, 40.8 tons of sulfur dioxide, 372.7 tons of carbon monoxide, and 16.7 tons of volatile organic compounds. Potential annual emissions of regulated air contaminants, other than greenhouse gases, are 1801.1 tons. The potential greenhouse gas emissions are estimated at 1,425,131 tons of carbon dioxide equivalent emissions per year.
Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for the International Station Power Plant.

Opportunity for Public Participation: Any interested person may present written statements relevant to the draft documents, as long as they are received by the close of the public comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
