Any applicant for a federal license or permit to conduct an activity that might result in a discharge into navigable waters, in accordance with Section 401 of the Clean Water Act (CWA) of 1977 (PL95-217), also must apply for and obtain certification from the Alaska Department of Environmental Conservation that the discharge will comply with the CWA, the Alaska Water Quality Standards, and other applicable State laws.
Notice is hereby given that a request for a CWA §401 Water Quality Certification of a Department of the Army Permit application, Corps of Engineers’ Reference Number POA-2021-00508, Kongiganak River, has been received for the discharge of dredged and/or fill materials into waters of the United States (WOUS), including wetlands, as described below, and shown on the enclosed project figures/drawings. The public notice and related project figures/drawings are also accessible from the DEC website at http://dec.alaska.gov/water/wastewater/.

Project Name: Kongiganak Airport Improvements
Location: The proposed activity is located within Section 28, 32, 33, T 2 S, R. 79 W.; Latitude 59.961991, Longitude -162.880371 W, in Kongiganak, Alaska.
Purpose: The applicant’s stated purpose is to rehabilitate the Kongiganak Airport.
Project Description: The applicant proposes placement of approximately 33,600 cubic yards (CY) of material into 8.3 acres of WOUS, including wetlands, to rehabilitate the Kongiganak Airport.) Currently the runway, taxiway, safety areas, and apron are in poor condition due to erosion and settlement and the RSA is not large enough to meet federal standards for the size of the aircraft using the airport.
The proposed project would include the following improvements:
- Rehabilitate the runway, taxiway, apron, visual navigational aid pads and access roads, Automated Weather Observation System (AWOS) pad and access road
- Expand Runway Safety Area (RSA) to accommodate Aircraft Design Group (ADG) II aircraft
- Shift runway threshold locations to accommodate RSA expansion to meet Runway Design Code (RDC) A-II (small) dimensional standards
- Drainage improvements, including culvert replacement to accommodate expanded RSA
- Expand apron and install tie-downs
- Relocate the existing SREB and install a new SREB
- Improve and relocate overhead electric utilities as needed
- Place dust palliative on all resurfaced and expanded areas
- Install a new AWOS system
- Install a new rotating beacon on a tip down pole
- Replace airfield lighting system, wind cones, and segmented circle
- Acquire Temporary Construction Easements (TCEs) for existing haul route, barge landing, and apron work
- Update Airport Layout Plan (ALP) to reflect project scope
After reviewing the application, the Department may certify there is reasonable assurance the activity, and any discharge that might result, will comply with the CWA, the Alaska Water Quality Standards, and other applicable State laws. The Department also may deny or waive certification.
