DOT&PF Notice of Project Update: Juneau Douglas Highway Resurface & Sidewalk Repairs

The Alaska Department of Transportation and Public Facilities (DOT&PF) is proposing to reconstruct and resurface Douglas Highway from St. Anne’s Avenue to Egan Drive. Other work includes ADA improvements, storm drain system repairs, culvert repairs, signing and striping improvements, guardrail improvements, and bridge joint repairs. The project was last noticed on May 1, 2019.
 
Work that has been or will be completed in Stage 1 (2021) includes:
• Sidewalks, curbs and gutters, and curb ramps would be repaired or replaced as needed to achieve ADA compliance 
• Minor roadway structural section improvements
• Repairs/improvements to existing culverts or drainage structures, guardrail and guardrail end terminals, striping, and signs 
• Concrete pads would be installed to accommodate future bus stop shelters
• Repairs to existing joints on the Douglas Bridge

Work that will be completed in Stage 2 (2022) and Stage 3 (2023) includes:
• Minor roadway structural section improvements
• Pavement mill and overlay
• Removal and installation of concrete gutters and curbs
• Removal and installation of asphalt and concrete sidewalks
• Reconstruction of existing accessible sidewalk ramps
• Replacement and lining of existing culverts and storm drains
• Construction of riprap aprons at culvert outlets
• Replacement, reconstruction, and adjustment of curb inlets
• Replacement, reconstruction, and adjustment of storm drain manholes
• Replacement of existing signs
• Addition of new signs
• New pavement markings
• Replacement of existing guardrails 
• Repairs to existing Lawson Creek Bridge and Douglas Bridge joints
• Repainting underneath Lawson Creek Bridge
• Construction of short, gravity block wall
• Replacement of short, concrete retaining wall
• Removing and resetting existing sidewalk railing
• Ditch cleaning
• Installation of new concrete pads for future bus stop shelters

Floodplains
The proposed project will necessitate encroachments to the floodplain map numbers 02110C1566, 02110C1567E, and 02110C1569E. Coordination with the DOT&PF Hydraulics engineer confirmed no significant encroachments into the floodplain are anticipated based on the proposed project activities. Encroachments to the base floodplain would result from culvert storm drain rehabilitation and replacement for functionally dependent uses.

Construction for Stage 2 is projected to begin in spring 2022. Construction for Stage 3 is anticipated to begin in spring 2023.

The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried out by DOT&PF pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated November 3, 2017 and executed by FHWA and DOT&PF.

Development of this proposed project would follow a process required by the National Environmental Policy Act (NEPA). Based on project location and scope of work, the environmental document is anticipated to be a categorical exclusion (CE). Possible affected resources include wetlands, waters of the U.S., eagles, fish habitat, and cultural or historic properties.
 
The proposed project would comply with all applicable authorities including:
• EO-11988 (Floodplain Management)
• EO-12898 (Environmental Justice)      
• Bald and Golden Eagle Protection Act
• Clean Air and Clean Water Acts    
• Endangered Species Act  
• Magnuson-Stevens Fishery Conservation Management Act 
• National Historic Preservation Act Section 106  
• U.S. Fish and Wildlife Coordination Act
