Notice of Review of an Alaskan Pollutant Discharge Elimination System (APDES) Preliminary Draft Permit to Discharge to Waters of the United States, City of Seward, Spring Creek Wastewater Treatment Facility

DEC has prepared an APDES preliminary draft permit for the Spring Creek Correctional Center Wastewater Treatment Facility. The Preliminary Draft Permit and associated documents are available to the applicant for a 10-day review. Following the close of the 10-day applicant review period, DEC will prepare a draft permit and fact sheet for a formal 30-day public review period. Public comments will be accepted during the formal 30-day review period. Proposed Project and Location:
The City of Seward (City) owns and operates the Spring Creek Wastewater Treatment Facility (Spring Creek WWTF), located in Seward, Alaska. The Spring Creek WWTF is a Publicly Owned Treatment Works (POTW) treating domestic wastewater from the Spring Creek Correctional Facility, the Seward Marine Industrial Center, and a seafood processing plant. Spring Creek WWTF discharges treated municipal wastewater into Resurrection Bay at latitude 60o 05’ 21.57” North and longitude 149o 22’ 07.05” West. Design flow for the Spring Creek WWTF is 0.195 million gallons per day (mgd), with an average monthly rate of 0.67 mgd. The mixing zone size will initially be the same as was authorized in the previous permit, defined as the area within a circle, having a 100-meter radius. The permit contains a compliance schedule to install disinfection to reduce levels of fecal coliform bacteria and enterococci bacteria. When the facility has fulfilled the requirements of the compliance schedule to install a disinfection system, the chronic mixing zone size will be defined as the area of a rectangle having a length of 19.2-m and a width of 0.44-m. The main potential or expected pollutants present in the discharge are ammonia, fecal coliform bacteria, and enterococci bacteria.
