BODY OF NOTICE The State of Alaska Department of Law is seeking proposals from experienced and well-qualified law firms interested in providing legal advice and services concerning bonds and debt financing to the State Bond Committee This would include advice and other services relating to the authorization, issuance, and sale of bonds directly by the State Bond Committee including, but not limited to State of Alaska general obligation bonds, certificates of participation, Alaska International Airport System revenue bonds, Sportfish revenue bonds, Clean Water and Drinking Water revenue bonds, and a master lease line of credit or other equipment lease purchase alternatives. Such bond counsel services would include the review and partial drafting of the preliminary and final official statements and notices of sale as well as the drafting of special resolutions, authorizing resolutions, closing documents, disclosure, tax opinions and rendering of a final approving opinion as to the bonds.
Selected counsel will receive compensation directly from bond proceeds. At present there is no estimate of the amount of debt, number of debt transactions or number of hours of legal service that may be needed under this contract. Selected counsel will be required to provide legal service relating to transactions that commence after a contract is executed by the parties.
