Proposed Permit Coverage:
Alyeska Seafoods, Inc. owns, operates, and maintains the facility, which conducts seafood processing and seafood meal reduction. The facility is located in the City of Unalaska, Alaska on the southeast shoreline of Iliuliuk Harbor adjacent to the entrance to Iliuliuk Bay.
Wastewater that flows through the floor drains is sent through the sump before being discharged. Scraps which pass through the floor drains end up in the fish meal plant. Decanter centrifuges remove bits of solids and the water is sent to the sump. Water used in butchering, processing, tote washing, and fluming is passed through a rotary screen (0.5 mm x 5 mm) to recover tissue parts. These screened tissue parts (along with unusable seafood parts and crab shell) go to the fish meal plant and the water is discharged through Outfall 001, which discharges between -50 and -60 feet mean lower low water (MLLW) in South Unalaska Bay through a 150-foot diffuser. This outfall also discharges boat hold transfer water and meal plant stickwater. There is a 200-foot x 350-foot mixing zone around the diffuser for temperature, color, turbidity, residues, non-petroleum oil and grease, dissolved oxygen, sediment, and total ammonia. There is also an authorized 1.0-acre zone of deposit for residues on the seafloor.
The facility also discharges to Iliuliuk Harbor from Outfall 002 (powerhouse non-contact cooling water) and Outfall 003 (meal plant scrubber and condenser cooling water, to under the meal plant dock), both at -30 feet MLLW. There is a 100-foot radius mixing zone for temperature around Outfall 002.

DEC has determined to reissue the above listed permit.
