Proposed Permit Coverage:
General Permit 2021DB0001 Class I UIC Well Waste Disposal (Permit) is proposed to be reissued by the DEC, Division of Water, Wastewater Discharge Authorization Program (WDAP) under authority of Alaska Statutes 46.03 and Alaska Administrative Code (AAC). Coverage under the Permit is available only to applicants who have also been issued a Class I UIC well permit by the Environmental Protection Agency (EPA) from the UIC Program, which is authorized under Part C of the Safe Drinking Water Act.
Tentative Determination:
DEC has tentatively determined to reissue a waste disposal permit to provide coverage for disposal of non-hazardous domestic or non-domestic waste through deep well injection into non-drinking water aquifers that have received a groundwater exemption by EPA. Although Class I UIC wells are predominantly located on the North Slope and Cook Inlet Regions of Alaska, the Permit applies statewide. Per 18 AAC 15.050, DEC is publishing notices in newspapers with general circulation in the North Slope and Cook Inlet Regions for two consecutive days.
DEC reminds existing permittees that the application for notice of disposal (NOD) for administrative extension under 2016DB0001 and application for coverage under 2021DB0001 is required to be submitted by 5:00 pm Alaska Daylight Time on August 31, 2021.
Public Comments:

Alternatively, written comments on the draft permit must be submitted within 30-days of the issuance of this public notice. Please direct written comments and requests to the attention of the permit writer at the address or email shown on page 1. All comments should include the name, address, and telephone number of the commenter and a concise statement of comment on the permit condition(s) and the relevant facts upon which the comment is based. Comments of either support or concern that are directed at specific, cited permit requirements are appreciated. Mailed comments and requests must be postmarked on or before the expiration date of the public notice.
DEC will consider all substantive comments when making the final decision. Those who provided timely comments during the public review will be notified of the final decision and be provided with a summary for the basis of the final decision.
