Notice of Application for State Air Quality GPA for Diesel Electric Generating Stations

The Alaska Department of Environmental Conservation (ADEC) proposes to renew Air Quality Control General Permit for smaller Diesel Electric Generating Stations (GPA), under Alaska Statutes 46.14 and regulation 18 AAC 50.

Yakutat Power Plant, Galena Electric Utility, Point Hope Power Plant, Wainwright Power Plant


Location:     
Statewide. Current locations of existing GPA Sources: Galena, Point Hope, Wainwright, and Yakutat.
 
Activity:    
Diesel-engine powered electric generators provide electric power for rural Alaskan communities. These stationary sources have primary and backup generator sets to accommodate peak power demands, and to provide uninterrupted service during scheduled and unscheduled maintenance. Emission sources include diesel engines, fuel storage tanks, and auxiliary fuel burning equipment. This general permit sets an emission cap of any regulated air pollutant to less than 250 tons per year.


This general permit will be renewed for a fixed period of five years unless the Department terminates, modifies, reopens, or revokes and reissues the permit.


Emissions:             
The maximum potential annual emissions of regulated air pollutants at any source authorized under this general permit will not exceed: 17.5 tons of particulate matter (PM), 249.5 tons of nitrogen oxides (NOX), 28.6 tons of sulfur dioxide (SO2), 53.8 tons of carbon monoxide (CO), and 19.8 tons of volatile organic compounds (VOCs). The total potential emissions of regulated air pollutants are 369 tons per year.

ADEC Preliminary Review:

Based on review of the application, ADEC drafted a preliminary renewal general permit to small electric utility generators under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation:  
Any interested person may present written statements relevant to the draft documents, as long as they are received by the close of the public comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
