FY 2022 Low Income Home Energy Assistance
Program (LIHEAP) Block Grant Plan
The State of Alaska’s Heating Assistance Program is funded through the Low-Income Home Energy Assistance Program (LIHEAP) federal block grant. The state must reapply for funding every year and hold a public hearing to receive feedback and suggestions regarding the operation of the program.
The Department of Health and Social Services invites the public to comment on the draft state plan for the proposed use of the 2021-2022 federal LIHEAP block grant funds. Copies of the plan can be found attached at the bottom of this notice and on the Heating Assistance website at: www.heatinghelp.alaska.gov.
This proposed plan describes the procedures used by the Heating Assistance Program. The plan includes the proposed allocation of funds for heating and weatherization assistance, a description of the method used to determine eligibility, and the proposed benefit rate for the 2021-2022 Program.
The Program will accept comments at a public hearing which will be held virtually on July 14, 2021 from 10 am to 2 pm. To comment at the virtual public hearing please call one of the numbers below:

Written comments on the proposed LIHEAP Plan will be accepted through July 30, 2021. Written comments can be sent to Susan Marshall, Heating Assistance Program Coordinator, by mail at the State of Alaska, P.O. Box 110640, Juneau, Alaska 99811-0640; by fax at (907) 465-5154, or by email at dpapolicy@alaska.gov. All comments must be received no later than 5:00 p.m. on Friday, July 30, 2021.
