Numerous Alaskan communities, businesses, non-profits, and individuals have experienced financial losses to the COVID-19 pandemic. The American Rescue Plan Act (ARPA), which signed into law on March 11, 2021, created the Coronavirus State and Local Fiscal Recovery Fund (CSLFRF). Among various other sources of funding, the CSLFRF provides state, territorial, tribal and local governments with $350 billion in relatively flexible funding to address the numerous health and economic fallouts of the COVID-19 pandemic.
The Alaska Department of Commerce, Community, and Economic Development (DCCED) is expecting between $80,000,000 and $435,000,000 in grant programs funded from the CSLFRF. The exact amount will be determined in the final State Fiscal Year 2022 Budget which is still being considered by the Alaska Legislature and requires approval by the Governor.
In anticipation of the funds, DCCED is issuing this Request for Information (RFI) to inform possible vendors that will be able to process applications and distribute the CSLFRF funds.
Pending appropriation, Alaska may distribute between $80,000,000 and $435,000,000 of the CSLFRF as direct payments to businesses, non-profits, and/or individuals who submit applications for these funds. The State of Alaska does not have the in-house capacity to process these applications and is seeking information from vendors that can provide this service.Given the urgency of the need for these funds DCCED may issue a Request for Proposals (RFP), use a reduced RFP timeline, or use a method other than an RFP to award the contract.
