  1. Roll call and confirm quorum[1].
  2. Gain current insights and reflections from the State of Alaska DMVA Commissioner and Adjutant General of the Alaska National Guard.Topics may include:
    1. State of Alaska Arctic Strategy
    2. Requests for ACAST action

     

  3. Old Business
    1. Briefly review and approve summary of ACAST 2021 Meeting #1 (see associated summary) from 29 January 2021.
    2. Review/discuss January 2021 discussion from Mr. Nolan Klouda, Center for Economic Development, University of Alaska Business Enterprise Institute regarding Alaska Defense Industry Project.
    3. Review list of initiatives from CY2020 Report.What work is desired to press for CY2021?Review/charter/act on the following initiatives?
      1. Licensure in support of military spouses?
      2. Advocacy for DMVA Veterans Programs?
      3. Port of Alaska (Anchorage) refurbishment?
      4. Arctic infrastructure?
      5. Invite Wilson Center Polar Institute to understand Guggenheim project?
      6. USAF or USSF initiatives (reference the advocacy memos)?
      7. Federal support for the Alaska Marine Ferry System?
      8. Other from the CY 2020 Annual Report?

     

  4. New Business
    1. Review/discuss State House Bill, #144: Sponsored by Representative Grier Hopkins House District 4 seeks to establish an Alaska Military Affairs Commission as a matter of Alaska law.  Please see the following link:  http://www.akleg.gov/basis/Bill/Detail/?Root=HB%20144
    2. Inputs from each attending member of ACAST.New or renewed items of interest, concern or opportunity?
      1. Regional perspectives (Southeast, Southcentral, Interior, Arctic?)
      2. Functional perspectives (Business/economic, municipal, tribal, military, academic, other?)
    3. Discussion of presented inputs from item (a) above?
    4. Roundtable discussion: what are items that ACAST should consider (in accordance with the existing Administrative Order) as important new points of advocacy or support?

     

  5. Establish tentative date for next meeting.Recommendation: 30 July 2021.Question for ACAST…is there any desire for intercessional meetings between now and then?

     

  6. Summary and way forward…recap discussion and address questions of all ACAST participants.

     

  7. Co-chairs provide concluding remarks and conduct meeting adjournment.

 

Move and vote to adjourn the meeting.

  • ACAST was created by administrative order 291.  That administrative order will stand unless actively repealed or modified by a future governor with a superseding administrative order. 
  • ACAST should provide advice valued to the governor/and the associated administration.
  • Note, Alaska DMVA ACAST members/support are politically appointed.
