BRIEF DESCRIPTION: The Board of Veterinary Examiners proposes to adopt changes to the regulations regarding examinations, veterinarian-client-patient relationships, the prescription drug monitoring program, and definitions.
The Board of Veterinary Examiners (Board) proposes to adopt regulation changes in Title 12, Chapter 68 of the Alaska Administrative Code including the following:
1. 12 AAC 68.010. Application for a license by examination, is being proposed to amend the
number of days for a complete application to be on file before the examination deadline.
2. 12 AAC 68.215. Veterinarian-client-patient relationship, is a proposed new section outlining the
requirements for a veterinarian-client-patient relationship.
3. 12 AAC 68.315. Veterinary technician examination, is being proposed to amend the number of
daysfor a complete application to be on file before the examination deadline.
4. 12 AAC 68.910. Medical records, is proposed to amend the disposal practice of medical records.
5. 12 AAC 68.930. Registration with the prescription drug monitoring program controlled
substance prescription database, is being proposed to amend the requirements for the prescription drug monitoring program (PDMP), including registration and delegates.
6. 12 AAC 68.935. Compliance with the prescription drug monitoring program controlled
substance prescription database, is a proposed new section that will outline the compliance requirements for use of the PDMP.
7. 12 AAC 68.990. Definitions, is being proposed to add a new definition for "veterinary facility" or
"veterinary medical facility".

The comments must be received not later than 4:30 p.m. on May 24, 2021. Comments received after this deadline will not be considered by the Board.
Oral comments relevant to the proposed regulations may also be submitted at an oral hearing to be held June 2, 2021, by video and teleconference. The hearing will be held from 9:20 a.m. to 10:30 a.m. and might be extended to accommodate those present before 9:20 a.m. who did not have an opportunity to comment. Callers should be on the line before the hearing begins at 9:20 a.m. if they would like to provide oral testimony. Due to the COVID-19 outbreak, no in-person testimony or written comments will be taken at the hearing.

The Board may, but is not required to, answer written questions received after the 10-day cut-off date and before the end of the comment period.
