Notice of Public Notice State of Alaska Department of Environmental Conservation Alyeska Pipeline Service Company, Trans Alaska Pipeline System Pump Station 7

The Alaska Department of Environmental Conservation (ADEC) proposes to renew Air Quality Control Operating Permit AQ0077TVP04 to the Trans Alaska Pipeline System Pump Station 7, under Alaska Statutes 46.14 and regulation 18 AAC 50.

Application:
APSC applied for a renewal operating permit on August 24, 2020 and submitted supplemental information on September 28, 2020.

Activity:
The Trans Alaska Pipeline System (TAPS) Pump Station 7 (PS-7) is a crude oil pumping facility. PS-7 supports the transportation of crude oil by TAPS, which transports crude oil from the North Slope of Alaska to the Valdez Marine Terminal. The station is no longer used to actively transport crude oil through TAPS and is being maintained for contingency purposes in the event additional short term crude oil pumping capacity is required. However, there are several auxiliary activities that continue including limited on-site power generation, heating and maintenance of a crude oil break-out tank.

Emissions:
The potential annual emissions of regulated air pollutants at the source will not exceed: 824 tons of Nitrogen Oxides, 268 tons of Carbon Monoxide, 21.3 tons of Particulate Matter, 339 tons of Sulfur Dioxide, 415 tons of Volatile Organic Compounds, and 15.6 tons of Hazardous Air Pollutants (HAP), with highest individual HAP (n-Hexane) estimated at 8.8 tons. The potential annual emissions for Greenhouse Gases are estimated at 260,913 tons of carbon dioxide equivalent emissions. The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 1,867 tons.

ADEC Preliminary Review:
Based on review of the application, ADEC drafted a preliminary permit decision for the TAPS PS-7.

Opportunity for Public Participation:
Any interested person may present written statements, as long as they are received by the close of the public comment period. Written comments will be included in the record if received by close of the comment period. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or State Law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
