Notice of Proposed Revisions to Alaska International Airport System Passenger and Cargo Airline Service Incentive Program

          Notice is given that the Commissioner of the Department of Transportation and Public Facilities (DOT&PF), under authority vested by AS 2.15.020 and Title 17 AAC 42.125, intends to modify its airline incentive program to further induce the expansion or addition of passenger service between international cities and the Ted Stevens Anchorage and Fairbanks International Airports, together comprising the Alaska International Airport System (AIAS).

         The terms and conditions of eligibility and participation in the revised AIAS International Passenger and Cargo Airline Incentive Program (Program) are shown on the revised Program description attached to this notice.

         The proposed Program revisions will become effective April 1, 2021 and the Program is subject at all times to conformance with Federal Aviation Administration (FAA) rules and regulations. The purpose of the Program revision is to stimulate and increase international and Domestic passenger and cargo airline traffic in Alaska thereby enhancing economic opportunities and strengthening commercial and cultural ties between and within the regions and make other ministerial changes to the Program description for purpose of enhancing clarity.

         All other previously established rates and fees applicable to the Alaska International Airport System will remain unchanged. This notice is provided under AS 02.15.09, 17 AAC 42.125, and 17 AAC 42.400 by delegation from the Commissioner of Transportation and Public Facilities. Any person interested may present written statements or comments to Keith Day, Controller, Alaska International Airport System, P.O. Box 196960, Anchorage, Alaska 99519-6960, or deliver to Room C-3588, South Terminal, Ted Stevens Anchorage International Airport.  All comments must be received no later than 4:30 p.m., March 31, 2021.
