Notice of Public Notice State of Alaska Department of Environmental Conservation University of Alaska Fairbanks, Fairbanks Campus Power Plant

The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve University of Alaska Fairbanks application for Air Quality Control Minor Permit AQ0316MSS08 for the University of Alaska Fairbanks Campus.

Application:    University of Alaska Fairbanks’s application is classified under AS 46.14.130(c)(2) because UAF requests a minor permit under a finding by the Department that public health or air quality effects provide a reasonable basis to regulate the stationary source. This minor permit is requested to make the Fairbanks PM2.5 State Implementation Plan’s control strategies for the UAF Campus enforceable.

Activity:     The UAF Campus operates an electric power generating facility that provides electricity and heat to UAF.

Emissions:      The permit action will reduce the potential emissions of SO2 from 761 TPY to 560 TPY and PM2.5 from 38.9 TPY to 35.9 TPY at the stationary source and has no effect on the potential emissions for the other criteria pollutants (NOx, PM10, CO, and VOCs).

ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for this project under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Any interested person may present written statements relevant to the preliminary decision within 30 days after the first publication date. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period. Any person may request a public hearing and that hearing will be held if ADEC finds that good cause exists.
