Notice of Public Notice State of Alaska Department of Environmental Conservation ConocoPhillips Alaska Inc, Kuparuk Central Processing Facility #3

The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve ConocoPhillips Alaska, Inc. application for Air Quality Control Minor Permit AQ0171MSS03 for the Kuparuk Central Processing Facility #3.  

Applicant:    ConocoPhillips Alaska, Inc., P.O. Box 100360, Anchorage, AK 99510-0360

Location:         Township 12N, Range 9E, Sections 10 and 15; Umiat Meridian

Activity:          ConocoPhillips Alaska, Inc. applied for a minor permit under 18 AAC 50.508(6) to revise or resind the terms and conditions of a Title I permit, under 18 AAC 50.502(c)(3) for beginning a physical change to or a change in the method of operation of an existing stationary source with a potential to emit greater than 40 tons per year of SO2.

Emissions:      There will be an increase in SO2 emissions of 15.4 tons per year.

ADEC Preliminary Review:  Based on review of the application, ADEC drafted a preliminary permit decision for this project under AS 46.14 and 18 AAC 50.

Opportunity for Public Participation: Any interested person may present written statements relevant to the preliminary decision within 30 days after the first publication date. ADEC will consider all comments received and make any changes ADEC finds beneficial or necessary to assure compliance with 18 AAC 50 or state law. ADEC will issue a final decision to issue or deny the permit after the close of the public comment period.
