PRELIMINARY DRAFT PERMIT
TO DISCHARGE TO WATERS OF THE UNITED STATES
DEC has prepared an APDES preliminary draft permit for the City of Kenai (City) – Kenai Wastewater Treatment Facility (WWTF). The Preliminary Draft Permit and associated documents are available to the applicant for a 10-day review. Following the close of the 10-day applicant review period, DEC will prepare a draft permit and fact sheet for a formal 30-day public review period. Public comments will be accepted during the formal 30-day review period. Proposed Project and Location:
The City of Kenai (City) operates the Kenai Wastewater Treatment Facility (Kenai WWTF) in the community of Kenai, Alaska, in the Kenai Peninsula Borough, having a population of approximately 7,100 people. The Kenai WWTF is a Publicly Owned Treatment Works (POTW). Wastewater treatment at the Kenai WWTF includes secondary treatment provided by preliminary treatment to remove solids followed by aeration in an aeration basin. Following aeration, the flow receives treatment in a secondary clarifier. The treated effluent is disinfected with chlorine before it is discharged through an outfall pipe into Cook Inlet. The design rate for the facility is 1.3 million gallons per day. The Kenai WWTF discharges secondary treated domestic wastewater to Cook Inlet at 60.5522° North latitude and 151.2777° West longitude. A mixing zone will be authorized. Pollutants in the mixing zone are total ammonia, total recoverable copper, total recoverable zinc, temperature, and chronic Whole Effluent Toxicity.
