HILCORP ALASKA, LLC, WHISKEY GULCH, LEASE PLAN OF OPERATIONS

EXPLORATION PHASE

The Alaska Department of Natural Resources, Division of Oil and Gas (Division), received a Lease Plan of Operations Permit Application from Hilcorp Alaska, LLC (Hilcorp) on January 6, 2021, requesting authorization to begin the exploration phase of the Whiskey Gulch project near Anchor Point, AK. The proposed development will be authorized under AS 38.05 and 11 AAC 83.158. The Division is providing public notice and an opportunity to comment.

Location:    Approximately three miles northeast of the community of Anchor Point
                      Seward Meridian: T. 4 S., R. 15 W., Section 23.

Project Description: Hilcorp has requested authorization to initiate the exploration phase of the Whiskey Gulch project, including the construction of a 2.75-acre gravel pad located on private surface lands at the end of Cape Ninilchik Avenue, approximately one mile east of the Sterling Highway. Hilcorp plans to drill one gas-only and one gas/oil exploration well into State oil and gas lease ADL 392666 to a total depth of approximately 10,000 feet. All drilling activities will take place from the new Whiskey Gulch gravel pad. No permanent infrastructure, facilities, or equipment are proposed as part of this authorization.

The proposed construction activities may begin approximately March 15, 2021 and will be followed by drilling activities beginning approximately June 1, 2021. Drilling and testing activities may last until early September 2021.
