NOTICE OF DEPRECIATION FILING
The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that on January 29, 2021, Homer Electric Association (HEA) filed a depreciation study proposing revised depreciation rates for HEA and its subsidiary, Alaska Electric and Energy Cooperative, Inc. (AEEC). Docket No. U-21-007 was opened to address this matter.
Depreciation expense is a material cost of business that may be recovered through regulated utility rates. Changes in depreciation expense may lead to changes in the utility rates paid by consumers. No change in consumer rates is proposed by this filing.
HEA's plant largely consists of distribution and general plant assets, while AEEC's plant is primarily comprised of generation and transmission assets. HEA proposes an annual increase of $86,330 for AEEC and $494,406 for HEA. This represents a 0.9 percent increase for AEEC and 6.1 percent increase for HEA over the existing depreciation expense. HEA is requesting the revised depreciation rates be effective August 1, 2021.
The Commission may approve, deny, or modify, in whole or in part, the depreciation rates proposed by HEA. The Commission may set conditions on approval.
