An application package for an Oil Discharge Prevention and Contingency Plan, under Alaska Statute 46.04.030 and in accordance with 18 AAC 75, has been received by the Department of Environmental Conservation. The details are as follow:

Proposed Activity: Review of a Renewal application package for an Oil Discharge Prevention and Contingency Plan that is required to commit adequate resources to meet all planning requirements for prevention and response for a realistic maximum discharge from the operations of [Anchorage Fueling & Service Company/Menzies Aviation. The Off-Airport Fuel Facility, located on Tidewater Road at the Port of Alaska (POA), consists of nine aboveground storage tanks (AST), with a total storage capacity of 554,500 bbl., a truck loading/offloading area, and a control building. The Off-Airport Fuel Facility receives tenders of Jet A from ocean going barges and tankers, and from outside vendors via a 10 and 12-inch diameter underground pipeline through the Port of Alaska Valve Yard (POAVY). The Off-Airport Fuel facility also receives tender from other petroleum terminals at the Port of Alaska. In an emergency, the Off-Airport Fuel Facility can receive or dispense Jet A from a truck loading/unloading area. The Airport Fuel Facility, located on West End Road west of TSAIA, consists of three 100,000 bbl. ASTs, one 5,625 bbl. AST, control building, pump house, filter building, and fire foam building from the original construction in 1996. The 5,625 bbl. AST is normally empty and serves as a pipeline surge break-out relief tank. The facility has since been expanded; two 100,000 bbl. ASTs were installed in 2007, and four 100,000 bbl. ASTs were installed in 2012. The Airport Fuel Facility receives Jet A fuel from the AFSC Off-Airport Facility via the Jet Fuel Pipeline. The Airport Fuel Facility also receives tenders of Jet A from Marathon via an 8” diameter underground pipeline owned by Marathon. In an emergency, Airport Fuel Facility can receive or dispense Jet A from a truck loading/unloading area.

The public comment period for this application begins on January 26, 2021 and ends on February 26, 2021. Requests for additional information and comments must be received by 11:59 pm on February 26, 2021. It is the responsibility of the commenter to verify that facsimile and email submissions are received by the deadline. An additional comment period may be provided in accordance with 18 AAC 75.455(d).

The department will hold a public hearing on the plan application if it determines that good cause exists. Residents in the affected area or the governing body of an affected municipality may request a public hearing by writing to the Department of Environmental Conservation, at the above address prior to February 11, 2021.
